Off To A Rocky Start

A ‘rocky’ or ‘bumpy’ start means that you’ve encountered an unstable situation that is full of difficulties, as it may contain a number of obstacles or problems that prevents you from completing a task.  If you’re in a race, and you get off to a rocky start, that would mean that you started out slower than the other racers, or you encountered problems along the way.  It’s very doubtful that you will win, but since it’s still relatively early, it is still possible that you can persevere.  This expression can be used metaphorically for any sort of activity where it looks like you won’t be able to reach your goal, because you got behind or ran into problems.

Things get screwed up all the time, especially if you are part of a large organization and the military has invented several acronyms for these situations.  FUBAR is a term that stands for (Fucked Up Beyond All Repair or Fucked Up Beyond Any Recognition).  FUMTU stands for Fucked Up More Than Usual and SNAFU stands for Situation Normal All Fucked Up.  The term TARFU can be either (Totally And Royally Fucked Up or Things Are Really Fucked Up).

Rocky Balboa, a small-time boxer, got off to a rocky start, before got an opportunity to fight heavy-weight champion Apollo Creed in a bout where he finally earned self-respect.  If a situation gets off to a rocky start, that does not mean that things have become hopeless.
